Registration Procedures

Applicants can now access the online registration system individually to view available class dates (and locations) anytime, anywhere, without having to register in person at the Council and the Academy. Each applicant who completes the registration process will automatically create a personal account, making it easier to enroll in courses at the Hong Kong Institute of Construction in the future.

If you register for courses in person at the Hong Kong Institute of Construction Kwai Chung Campus or the Construction Industry Council Service Centre, please bring your ID card and the required admission documents. Please upload the electronic copy of the payment receipt to the online registration system.

Institutional representatives, please email KCCSafety@hkic.edu.hk to inquire about course registration arrangements.

Please note: Applications for certificate courses and individual re-certification courses must be approved before tuition fees are paid.

Payment Methods

Starting from January 1, 2025, only application forms submitted through the online registration system will be accepted. Please complete the information and upload the required documents for individual courses online, and complete the online payment within 48 hours.

Electronic payment: VISA, MASTER credit card, EPS, UnionPay, BOCPAY, Alipay, WeChatPay

If you are unable to complete the online payment, please go to the Hong Kong Institute of Construction Kwai Chung Campus Safety Training Centre or the Construction Industry Council Service Centre in person during office hours to complete the payment procedures.

Octopus payment: Only available at the reception of the above centers

With the implementation of the online registration system, payment methods other than the online registration system will no longer be accepted. For inquiries, please call 2100-9000 or email KCCSafety@hkic.edu.hk.

Arrangements After Application Completion

When the online system status shows "Payment Successful," it means that the course you have enrolled in has been reserved.

Applicants will receive an SMS notification of the application status update. Please log in to your personal account in the online registration system to check the enrollment status and class arrangements.

If necessary, you can reschedule online through the online registration system 7 working days before the start of the course. If you are unable to attend due to any unforeseen circumstances within 7 days before the start of the course, please call 2100-9000 or email KCCsafety@hkic.edu.hk to contact the Safety Training Centre.

Classes may be rescheduled due to weather and venue conditions without prior notice. Students should pay attention to the latest class arrangements via SMS 3 days before the start of the course. Students should also log in to the online registration system again 1 day before the start of the course to check the latest class location and related arrangements.

Registration Instructions

Please read the course introduction and related regulations carefully before registering, and pay attention to any course changes on the Hong Kong Institute of Construction website.
Applicants have now logged into the online registration system to enroll in the specified course and pay the tuition fee. If you find that this is not the course you intend to enroll in, please return to the Hong Kong Institute of Construction website, check and enter the relevant course link, and complete the enrollment.
Gas Welding Safety Training Course: Class changes are not allowed within 7 days before the start of the course.
If the class is full, the online system will not display the class, and individual notifications of class status will not be provided.
If there are any changes to the course, it will be announced on the OPAS online system. Please log in to the website to check. The Academy will not provide individual notifications.
Applicants should pay attention to SMS notifications regarding application status updates. Applicants for re-certification should note: If still in the "Pending Approval" status, please check if additional information is required to complete the approval. After approval, applicants will receive an SMS notification. Please log in to the online registration system link to check the application form and see the status as "Pending Payment." Applicants must complete the payment within 48 hours. When the online registration status shows "Payment Successful," the system will immediately confirm the registration application.
Applicants must pay the tuition fee within 48 hours after approval or submission of the application, otherwise, the system will automatically cancel the course application.
After online payment, applicants can check the electronic receipt in the system. The Academy will not print/mail paper receipts for individual applicants.
Applicants must attend classes according to the date, time, and location of the enrolled course. The Academy will not provide separate notifications.
Enrollment is on a first-come, first-served basis, and will be closed when full.
Once the enrollment is confirmed, the tuition fee must be paid regardless of attendance. If the tuition fee is not completed, the Academy reserves the right to pursue the tuition fee and refuse the applicant or the institution from applying for any courses at the Academy in the future.
Tuition fees are non-refundable.
Tuition fees and enrollment cannot be transferred to others. Once admitted, applicants cannot use the paid tuition fee and obtained enrollment to transfer to other courses.
The Academy reserves the right to change the class date, time, and location. Relevant students should log in to the online registration system 1 day before the class to check the latest class location and date. No individual notifications will be provided.
The Academy reserves the right to decide whether to accept the applicant's admission application.
The Council reserves the right to terminate the student's classes and examinations for violating the student regulations, and the paid tuition fee will not be refunded.

Rescheduling Method

You can reschedule through the online application system (OPAS) within the specified time before the start of the course*. There is no limit on the number of changes, and it is free of charge.

If you are unable to attend any date of the course within the specified time before the start of the course* or request to reschedule due to unforeseen circumstances, please email KCCsafety@hkic.edu.hk to contact us for follow-up arrangements, otherwise, it will be treated as an unexcused absence.

Instructions for participants of mandatory safety training courses

Standardized Course Content for Mandatory Safety Training Courses

To ensure the quality of mandatory safety training courses, all course providers must comply with the course content requirements specified in the "Guidelines for Applying for Accreditation of Mandatory Safety Training Courses" and the "Approval Conditions for Operating Mandatory Safety Training Courses."

Examination Papers Prepared by the Labour Department

The Labour Department will prepare the exam questions and generate the examination papers through a random selection method. The relevant examination papers will be issued to the course providers at a specified time before the course examination. This examination measure applies to the following mandatory safety training courses:

Course Arrangements and Requirements

Trainees must understand the arrangements and requirements of the course they are enrolled in, including the language of instruction, physical requirements, appropriate attire, arrangements under adverse weather conditions, absenteeism, attendance rate, classroom rules, and audiovisual recordings.

Audiovisual Recordings

Course providers must record audiovisuals during the following periods of the course:

◼ Written exams (including the distribution and marking of exam papers in the exam room)

◼ Practical training using safety harnesses equipped with lifelines and fall arrest devices

◼ Practical training using approved respiratory protective equipment

Attendance Rate

If a trainee misses more than 15 minutes of any half-day class (theory classes only), the course provider must cancel the trainee's examination qualification.

Distribution of Student Guidelines

When trainees enroll in mandatory safety training courses, the course providers must distribute these student guidelines to the trainees. Trainees must sign to confirm that they understand the content of these guidelines and agree to the arrangements and requirements. Course providers must also post these student guidelines in the places where trainees attend classes.

Student Code

Please read and abide by the Student Code of Conduct. For details, please refer to this website and online registration system-related course instructions.

General Student Code

If you are absent due to illness, please apply for rescheduling via KCCsafety@hkic.edu.hk with a valid medical certificate within 10 working days. The college will only reschedule the class time for students once, and it will be forfeited if it is overdue.

If you fail to attend the course on time or are absent from the course, the college will suspend your application for safety training classes for half a year.

In case of unexcused absence, the tuition fee paid will not be refunded and the class time will not be rescheduled.

If a student is absent for more than 15 minutes at any time, the examination qualification will be cancelled, and the tuition fee will not be refunded.

You must bring proof of identity with you on school days.

[Dress Code for Classes]

School: Must wear long pants and sleeved tops.

Workshops and training grounds: Appropriate clothing (e.g. long trousers, safety shoes) must be worn.

No tank tops, shorts, skirts, flip flops, sandals, high heels or any open-toed shoes are allowed. Violators will not be allowed to attend class.

For those who violate the rules for students, the Council has the right to terminate their classes and examinations, and the tuition fees paid will not be refunded.

Scope of activities

Students are not allowed to enter other classrooms, rooms or workshops without the consent of the school director to prevent accidents.

Parking regulations

There are no parking spaces for students in various colleges or training grounds.

Safety

You must strictly abide by the "safety first" rule. In addition to protecting your own safety, you must also take into account the safety of the surrounding environment and others.

Fire alarm

If you need to evacuate in the event of a fire or other emergency, please use all emergency exits. Please refer to the "Fire Instructions" posted in the classroom to know what to do in case of an emergency.

Discipline

Students are strictly prohibited from smoking, drinking or gambling within the boundaries of each institution. Students are not allowed to leave the class location without permission, use foul language, bring items unrelated to the course into the school, and are not allowed to damage public property or engage in other deviant behavior. When classes are in progress, please turn off your mobile phone and do not use it in the classroom to avoid disturbing other students in class. If students must use mobile phones, please use them outside the classroom. If the above discipline is violated, the college reserves the right to order students to leave the classroom/school.

Absent due to illness

If you are unable to attend class due to illness, you must submit a valid sick leave certificate via email. The college will arrange a rescheduling after acceptance.

Class records

At the beginning and end of each class, the tutor/lecturer is responsible for recording student attendance records. If students need to leave early during any time in class, they must obtain approval from the instructor; students who are late or leave early for more than 15 minutes per class period will be treated as absent. The school reserves the right not to allow students to enter the classroom for classes.

Punishments for cheating in exams

If a student is found to have cheated on an exam, the student's exam qualification will be cancelled, and the student will not have any chance to retake the exam.

Certificate Issue

Certificates will be issued only when the attendance rate reaches 100% and the exam is passed.

Collection and processing of personal data

This is a mandatory safety training course recognized by the Labor Department. The Construction Industry Council has the opportunity to disclose the personal data you provide to the Labor Department for the following purposes:

(a) Enforce the Factories and Industrial Undertakings Ordinance, the Occupational Safety and Health Ordinance and other legislation enforced by the Labor Department;

(b) The Labor Department will contact you to check on matters related to attending the course; and

If warning No. 8/typhoon signal No. 8 or above/extreme conditions/black rainstorm warning is in effect, please refer to the following class and examination arrangements:

Kwai Chung Campus:

Effective or still pending at or after 6:00 am: full-time courses, mid-morning half-day courses and exams held before 12:00 noon are canceled

Effective or still pending on or after 10:30 a.m.: afternoon half-day courses and exams held on or after 2 p.m. canceled

Effective or still pending on or after 4:00 p.m.: Evening classes and exams canceled

During class or exam...

If warning No. 8 is hoisted, typhoon signal No. 8 or above, or extreme circumstances: classes and exams will be terminated immediately

Black Rainstorm Warning: Continue indoor classes or exams. At the end of class or exams, go home when it is safe to do so.

Arrangements for make-up lessons and exams in case of bad weathers

The Institute will notify students by phone or email of make-up classes and exam dates in case of bad weathers.
